Don't buy those beginner combo packs, even if it does seem like a bargain the quality of the goods aren't that great.
Standard statement would be to get an above entry level guitar which will last you more than a year and gives you the sound you want. If you want to cheap out, get a guitar+amp, no pedals for now. Most practice amps come with digital effects so you can always mess around with that. Or just get the pedals you want. You'll definetely will require a cable for the guitar to amp. I'm not sure how good quality is in regards to price but my friend swears if you get a the higher price one, you get a better quality cable (i.e will be able to stand up to alot of wear and tear).
Go into a store, play the equipment, see what you like. If the store isn't accommodating to you, then go to another friendlier store. If you don't have a store nearby, worst case scenario is you read a bunch of reviews then pick the guitar/amp that you like best.
