how do i make a picture by my name and a signature

signatures are done in your user profile. Avatars (pictures) are only available to forum moderators.

I guess someone changes the settings.

I noticed that the people who have avatars have more than 30 posts. This seems to change them from a 'Junior Member' into a 'Member'. Maybe only 'Members' can have avatars? Or, maybe the powers that be read that 'avitars' thread, and as they say...

The settings have been changed globally. You can now use avatars regardless of your post count or rating.
