I was watching the video on applying scales to songs, and I was wondering what scale you would play over a song that just used power chords and weren't I - IV - V, like a progression of II - III - II - I. Would it be alright to play minor, or would major suit it better?

Well that question can't be answered just from that little bit of information on the song your talking about.. if it is a minor, play a minor scale over it, major play a major scale, etc..
But you also have to know what key your song is in so you know WHICH SCALE you need to use for that specific song.

Based on this little information... Here's what i can offer. If you're strictly playing powerchords, then your'e only playing the Root and the Fifth. so, without the third, there is no definition as to whether you should play a minor or major pentatonic, it's more up to your own ear and musical idea.
